Default Federal Motor Vehicle Safety Standards

does anyone know if there are fed regulations where an auto manufacture can only make a car so fast. (i.e 200mph off assembly line is as fast a car can go in U.S.)

Currently no. As long as the car meets all US regulations for crash performance (measured as the g loads experienced by various parts of the body in a collision) at certain required speeds it can be sold here.
