That's a nice looking trailer. In much better shape than the 18' Brimar I've been using for five years on and off.
Looks like it has the slots to easily add a tire rack as well. My tire rack slides into the slots on the outside edge at the front of your trailer. Holds six 315s and the trailer spare which really adds to the utility of a track trailer. Easy mod for the buyer.

I designed and build my own removable tire racks for open trailers. For years I've seen all kinds of racks and most all of them are cumbersome, heavy, and simply lack any creative thought. Most simply run a piece of tubing through the wheels to hold. I knew I could do better so I designed my own last year. Below is one I built for a friend. It is the narrow trailer. 96" axles I believe. Mine is 102" so similar rack, but wider. Mine does not have ramp mounts on it. They are of a clamshell design with hinges on one side so they simply flip open and to make getting the tires in/out super easy. No additional parts to move around. On the ones I've built I've made a provision for one trailer spare as well. They attach to simple brackets welded to the trailer and the rack bolts on to those with 6 bolts. They are super light,compact so they take away no room from the vehicle on the trailer, removable if you ever need to take them off, and very secure as well as the easiest tire carriers to use. They carry as many tires as the trailer is wide. The ramp mounts lock to prevent theft and are a nice option. Similar mounts can be made for canopies as well as other stuff.

Really don't know too much about it. I bought the trailer used in 03 and it had the tire rack on it. Pretty sure it was a kit, but not positive. I tried a quick internet search but came up dry. My trailer is in storage right now, but I can check it this week and see if there is anything on it indicating where it came from. The trailer is a Bri-mar and they might have fabbed it up like the poster above.

Thanks. I didn't want to hijack your post. Just wanted to show what can be done for those who may wish to do so. I also have a tongue box like yours however its mounted higher on a frame I built to clear my winch and battery. One tip I have on the boxes is to install a plywood floor as the boxes are only .125" aluminum and the floor gives quite a bit if anything more than a few pounds is put inside. I personally don't leave my ball mount on the truck after I detach the trailer and prefer to store it in the box along with other stuff.
