Assume the tire is 26-27 inches in diameter. The tangent of the angle you want is the opposite over adjacent or in this case 1/16 inch over 27 inches. Or do it the way I do since I am lazy, draw a triangle 27 on one leg, 1/16 (.062) on the other and dimension it on your CAD software. The answer to your question is 1/16 toe is equal to .13 degrees. Normally, the nomenclature is total from right to left so "1/16 toe" is half that on each side for a total of 1/16 (1.5mm).

Just make sure you know whether you're using total toe, or toe for each wheel. If you make a triangle out of the wheel diameter and the toe, be sure to cut the total toe in half, like Greg said.
