If I am understanding this correctly, bedding should be after new rotors and before each track day?

New rotors and/or pads. If you have a transfer layer of a different pad on your old rotor and go to a new pad you want to "clean" off the old layer and put down a new one. The idea is that you want the same pad material as the pad you're using on the rotor. Some use certain pads just to "clean" the old pad material off the rotor before they put new pads on.
