Not racing in any leagues. Just asking for safety reasons:

Can you mount anti-sub belts to the seat rails (in my case hardbar seat rails)?

Or must they be mounted to the floor?

I've heard FIA regs say floor only, but I've seen some seat mounted anti-sub belts. So what's the story?

Yes, I have mounted several sets that way.
