I didn't see a suction cup mount in the picture of included mounts. Not sure a suction cup would stick to the dash anyway, but windshield for sure.
I actually stick mine just behind the driver's window facing forward. Since it's a wide angle lens I can watch my hand positioning and the car placement when I play back the videos.

Dimensions listed as 2.3x1.6x1.2 so it's much smaller than a GoPro.

This sounds like a good deal. Up here in Canada GoPro's go for $3-400.

Well, I don't know that it's repackaged refurbished old GoPros. I have no way to know anything like that. Could be Chinese junk. Could be refurbed old units. And in either case it's probably not going to last very long.
I laid my money out for the real deal because I know that I have support if I need it, it'll be fixed if it breaks. It has taken excellent quality video while riding on bumpers, moving suspension parts, hoods, trunks, roofs, windshields and all of that in any and every kind of weather. I wonder if the cheaper alternative will live through all of that.
So, all I can say is... it's your money. Choose wisely.

The other option is a contour camera. They are a little smaller and easier to operate IMO. Plus the cool thing is you can mount it at an angle (say on the side of your helmet). Once it's mounted, you can turn a dial on the front lens to get it to record level. It even has a laser alignment on it so you can see the horizon it will record at.

If you ever go to an event where the GoPro marketing trailer is, you can sign up for a $100 coupon. It's good for as many cameras as you want to buy.
The trailer is at all the NASCAR races, PRI show in Indy, and who know what other racing/adventure type events.
