B Street Mods for a 1999 C5 FRC
What are outside the rules?
What should I consider after I fix the nut behind the wheel?
How many events before I should change the car and/or modify it?
Just local SCCA events and some time on Sebring

13.2.E Cue Ball Shift *** on stock shifter
13.2.F Center storage compartment board removed(legal?)
13.3.A MICHELIN PILOT SUPER SPORT 255/40ZR18 Front and 325/30/19 Rear UTQG:300 AA A

Wheels aren't legal, and I don't know what a "zip tie mod" is, but I'll guess that probably isn't either.

As BrenB says, wheels and filter not legal, nor is removal of center console piece.
To be specific, you can go up or down 1" in diameter from stock, but cannot change wheel widths.
What you should do ( but few do): get an autocross alignment and go to events. Spend all your money on going to events (even national events) and wearing out tires. Don't buy anything else until you are top 20% PAX regularly at local events. How long will this take? No telling. Maybe 1 year. Maybe 5. But, no amount of hardware is going to get you there. Think how much fun you will have beating people with $5K shocks and $80K cars!

Then, to be nationally competitive you need all the following:
1. alignment that suits the driving style you developed over all those events you went to
2. big front sway bar
3. better shocks (which meet the length requirements)
4. the right tires
5. you must figure out what tire pressures work for best grip and how to adjust handling with them
6. you must figure out how to adjust/re-valve your shocks to increase/adjust car performance
7. light-weight cat-back

Do not use race brake pads for autocross. You need a pad that works well cold. Hey, the OEM pad does that! Don't run at Sebring with a bunch of front toe-out and OEM pads… you will need race pads and new rotors if you get fast.
