The question is will a C7 Z51 be more competitive in A Street than a C5 Z06?
Or maybe a C6 Z06 would be a better choice?

Well, SCCA Nationals is in a week or two. I'd recommend watching the results and that would be a pretty good indication of weather or not the C5 is still competitive and weather the c7 has any relevance.

I think it's already pretty much a toss-up between the C5Z and C6Z, perhaps with a slight nod to the C5Z (but only perhaps). The C7 early adopters are sorting out rear alignment questions, and you can find a lot posted already on rear caster settings. However, I've seen some early indications that they will be very competitive in AS. So maybe still more toss ups to come.
