Instrument Cluster Bulbs 1817
Hi - I have also spent a long time looking for the 1817 bulb and they are just nowhere to be found. Through an NCRS friend (Bill S.) I did connect with a great company - BulbTown.com - for all other mid year corvette cluster replacement bulbs. I am going to use 1414 for my 1967 in lieu of the 1817s. I also have several 1816s, I'll see which one is better.

If you can't track down 1817 bulbs, a great substitute is 1416. Puts out 8 cp, draws about .83 amps. They are larger glass diameter than 1816s/1817s so they can only be used in the cluster illumination opening (not for the turn signal indicators, brake light, lights indicator and high beam indicator) key opening lamp and cig. lighter lamp) and the clock for illumination. www.bulbster.com has them as does www.bulbtown.com. They're not all that pricey (59 cents each).
If you wan REALLY bright bulbs inside the clock, radio and heater/radio bezels, bulbtown has #64113 10W/12V HALOGEN BULB BA9S BASE - 12.0 Volt 10 Watt 0.84 Amp T-2 3/4 Halogen Bulb Miniature Bayonet Base, 200 Hour $3.65 each. Serious candlepower for the same current as the 1416s. These are 16 cp, twice the light of 1416s per the manufacturer (CEC Lighting). They're too hot for any bulb that uses a green plastic shade or any surrounding cardboard or plastic.
These bulbs will not damage your cluster or your clock. I've had mine in for two years.
