Default 1964 Headlight high beam no low beam??

My 1964 coupe has high beams with no low beams, the high beam switch works fine and the dash light and all running lights work fine. Looks like the switch is good with good contacts?????

Pull your headlight switch on. Put a test light on the terminals on your dimmer. One will be hot regardless of switch position. Two of them will be hot depending on switch position. If one of them isn't, your switch is defective. If the switch is okay, move to the plug on your sealed beams. One is a ground and two of them will be hot depending on dimmer switch position. If you're good there, your sealed beam is defective.

Under high beam all 4 lights come on. Under low beam nothing.

Could the low beam filaments be burned out?

The Lo/Hi bulb has 2 filaments, the Hi bulb only has one.
