Default radiator support shim?

When I removed the radiator support for repair issues, I discovered on the top right corner connection 2 shims like the body mount shims.
Is it normal that the radiator support has shims on the top connection?

Normal.

Given the assembly tolerances it is better to add a shim rather than force something into position.

Yes, it is. When the radiator support was installed after the front clip was removed from the front clip bonding fixture, any gap that existed between the ends of the radiator support and the mating surface on the inner fenders was "stuffed" with slotted shims to fill the gap so the support didn't distort the front end when its attaching bolts were torqued.
