The ammeter in your car is really only measuring the difference in voltage between two sources. It's not truly measuring amps.

My 65 goes slightly + shortly after starting the car, but quickly levels back to "0" indicating that the volts coming from the wire at the horn relay, and the volts coming from the other wire at the starter (the 2 sources for the gauge) are reading the same volts. In the case of my car when at "0" this means my battery is fully charged and the charging system is not having to reload the batter.

You should have about 12v on each of the 2 wires that go to the back of the battery gauge. If you do, the gauge is bad. If you don't, you have a wiring problem.

Pull the connector off the inboard plug on the engine compartment side of the fuse block and check the terminals for oxidation/corrosion; the sense wires in that connector for the battery gauge are black and black/white.

Like JohnZ said, check your connections at the firewall connector. Here is where you will find them:

If that is not the problem, you can check for continuity of the wires by using this diagram. Be sure to disconnect the battery before you connect the meter.

p.s. '65 is the same as '66.

Great schematic
Do you have schematics/wiring for the fuel gauge and temperature gauge too? My car is a 1964.
