Melting Slicks
1967 was the first year of the collapsible steering column. It has a solid upper shaft held in a tubular lower shaft by a piece of injected plastic. If the plastic has been sheared, the solid shaft can slide in the hollow shaft. It can be repaired with epoxy but requires disassembly.
Here are links to papers on the steering column written by Jin Shea. The first is for the standard column and the second is for the telescoping column.

So you are saying when the lock **** is turned to where it's locked the wheel still moves? If so you will need to disassemble the column and turn the locking shaft 180*. Or your upper barring is broken. One of the two. Or could be both

Yes with it locked it still pulls out to you when sitting in the drivers seat.

Like I said it's either the upper barring assembly or the inner shaft of the column that does the telescoping. There's two shafts in the column. When inside of each other The inner shaft has a looking key that pushes against the outer shaft. That part can wear to the point wear it can't catch and lock. So you need to disassemble the whole thing and rotate the inner shaft 180*. You will have to be careful not to break anything disassembly and assembly the column as they do not make to many parts for it

Besides what's in the 67 GM service manual it's the only write up on it. I did it last year with the help if the above write ups. Good luck
