Certainly, just pull them off and reset to the position you like.

Depends on your view. The passenger side should be on top, as the one in the picture is.
To the OP, make sure that you don't set them so low that when the glass is wet, they hit your trim. They will make marks. There is also an adjustment screw on the arm itself that will make slight adjustments up and down.

As stated, passenger side goes on top and you better pay attention to this or disastrous results can occur

Nothing like having your wiper arms locking up with each other on the highway in some heavy rain, it happens.

Errrr...you read wrong. Not only can they lock up when used; the metal arms can get mangled and sweep across your hood and do a number on your paint. You need to fix it for sure
