I believe they were dip painted with black enamel. The front section afterwards was painted body color in enamel.
In 62 if the car came w. whitewall tires the wheels were black enamel. I dont know if this applied to the 60 model.

Yes, the back of the wheel is Black and the face would be gloss body color.
