Yes - the trick is to have the right tool!
It is available from repro vendors and worth a couple of bucks.
Put the hook under the lip of the wiper mounting piece and squeeze the wiper arm shaft up against the tool and give a slight wiggle and 'voila' -- it pops right off. You can muscle it off or coax it off with other tools but the chances of damages/scratches are increased. That knurled top piece of the wiper arm shaft is actually peened on to the shaft and pretty fragile - the tool is the way to go.
There is also a separate tool to remove the chrome escutcheon that goes over the wiper arm shaft on the cowl. Also a few bucks but worth it...(second picture).
