1966 427/390 runs rich at all speeds
This problem manifested itself 2 1/2 decades ago and is the primary reason the car has been off the road for all this time. It is time to get it going again. I've checked all the normal things, the choke is off, the fuel level is below the sight plugs, it has the original jets, it has a nice new air filter. I've had it apart more than once and blown air thru every passage I can see. It just blows out black soot at any engine speed, it runs too rich to idle properly. Oh yes, it is the original Holley that came with the car.

I would send it to Eric Jackson and have him go through it. There could be a number of things wrong with a carb that old, warped spots, a bad metering block, etc. that you may not pick up on.

I agree with the above poster, the modular design and sealing surfaces of these Holley carburetors requires attention after so many hot/cold cycles. The issue could be either in the primary or secondary side metering block, metering plate, throttle body etc.
If at that point all surfaces seal then there are other things to tune the engine A/F ratio that have been mentioned here before.
If you are hands on do some research on how to check the surfaces yourself but there is a learning curve if you are like me.
