How do you remove wiper arms from a 63
I know these arms have been removed before because they had to In order to paint car, but I can not get them to come off. I tried the paint lid tool to get under the chrome base and pull up but still will not come off. I think they use a hammer to get them on.

You have to pull on the spring loaded base 180* apart to get them off. Otherwise, the arms will bind on the wiper pivots and not come off.

There is a very specific tool needed to take them off. There is a small clip underneath that you must deal with also. I don't know anything about a paint can tool. I think Lisle is the maker of it and should be available at reputable parts store or on line. Dennis

Probably need a helper to get them off without breaking or marring: one to pull on the wiper arm and the other to push/bend back the retaining clip. Be sure to pad the surrounding paint.
I have done it by myself years ago, but did put some nicks in the wiper arm base. Now I use a wiper arm removal tool. LICS sells them. Also Lisle or KD Tools……….probably a few others. JohnZ put some pictures on the forum about the tool and how to use it. You could try and search for them if you want.

You just hook the tool's end under the wiper arm shaft end and grab the tool and the wiper arm TOGETHER and rock the arm off....easy peasy...
You might also want to get the wiper arm escutcheon removal tool as well...in the second picture...a lot easier to use than needle nose pliers and doesn't damage any shiny bits !
