64corvette dash "ears" painted body color?
What distinguishes when a dash was painted with the body and when it was mashed off, and please don't tell me to "look in the assembly manual" that thing is hard enough to read.

It's not in there. It depends on interior color If the dash pads match the exterior color then there inteior color. If they are different then the tabs are exterior color.

I been around mid years for around 20 years and have no clue what a 4 hole vs 6 hole dash is. Unless your talking about a heater and radio dash vs one with factory ac But that has nothing to do with dash pads

If you plan to use the original butterfly fasteners here is an article on how to make them work.

"Note: 1963-1964 Corvette right side dash pads include plastic 4-hole dash or grab bar insert installed."
My Corvette America pads came with the grab bar insert already installed, but I think the '4-hole' version is to allow you to install your own grab bar or purchase a "4-hole" grab bar kit separately....the end result is the same once installed.

The grab bar insert, used in 63 and 64 passenger side dash pads, is secured by 4 screws. The 65-66 insert uses 6 screws, while 67 dash pads, don't have a grab bar slot.

That seems right....here is my '63 Corvette America RH side pad where three of the four screws are evident prior to installation...
Inotherwords, the OP wants to order the 4-hole pad OR get a pad with the 4-hole grab bar already installed (which is what I had)..

Yeah - it was a little overwhelming at first - swimming in a sea of red. Its grown on me now and I prefer it. Admirers just love it too...
The interior on this car was very original but needed major TLC - from the headliner to the seat belts...cleaning, restoring, replacing.
Right down to touching up the red line paint on the tachometer dial.
Its in great shape now...
Back on topic...the point was to show the black rivets on a red/red car...
You CAN install them with a heavy duty DIY typical home rivet gun but it takes some effort...

Wouldn't this imply the tabs are always the body(exterior) color? If not, with what color interior, were the tabs not painted the body color?

reversed and it was red ex. and black int., the tabs would be red.
I understand what you are saying, but the dash color is not the same as body color, even if they are both red.

Someone correct me if I am wrong but the black looking rivets would be painted over on cars with DIFFERENT interior/exterior colors.
On cars with the same I/E color the rivets are not painted and the lacquer color on the dash tab is the same semi/satin as the center section.
I think all 63 dash tabs got painted exterior color, is that correct, the above did not start until 1964.
