Default fibreglass loom for tank to pump fuel line

What is the purpose of this loom? Should it fit inside the kick-up frame (where the fuel line transits)?

The fiberglass loom is an anti-rattle device goes on the end of the fuel line, slips over the line and positioned about 20" from the (tank) end. The spiral armor loom further up the fuel line would usually come already installed on a new fuel line and goes through the frame kick-up area

OK (in the meantime I discovered the 22" in the AIM ...)
On the pump end, I have the pipe passing on the outside of the bracket/nut (AIM specs to put it at the inside). Did that to keep the line clear from touching the frame. Can this cause trouble when fitting back all the rest (suspension/body etc)?

The line should be on the inside of the frame clip hole, in my opinion, as is shown in the AIM
