In my experience, he is a bottom feeder.
He did partial restoration on a 1st day, 1 owner, convertible, '70, 350/350 I bought from him.
He low balled the owner (I later met her) for $4,200 and I paid $8,900 with the understanding that they do the restoration.
Before I bought the car (he had less than a week), he took off and sold the donneybrook green hard top (date coded glass) to someone else.
He changed the aftermarket radio and put in the wrong one (white face) and he certainly knows better.
He did not return requested parts.
They did not change the foams when doing the seat (rotted right out and split the seat seams)...

Yes, with P/S and P/W. Original bill of sale and protecto-plate too. Green with green interior. A hard combination to sell. Car was a real mess and took a 3rd flight with major clean-up. I restored it to NCRS Top Flight.

Current owner is in Christchurch, New Zealand and is sometimes on the C3 forum.
I've been in his shop and overheard in the background, "Take this part off of this car and change it with the one on this car."

At least 27 years in business in Anaheim. Has sold 100s if not 1000s of corvettes. Many multiple times over. Seems to have a pretty decent business model. If he is bottom feeding and ripping off all or most of his customers he must have found a brilliant way to do it so hardly any of them realize it. Highly doubtful.
Look, dealers are not my first choice either when I am a buyer. However, for very unique and rare examples there often is no choice. At this point in the classic corvette hobby, where are you going to look for a Z06 tanker, or a real Blk/Saddle 65 fuel convertible (with no radio and drums)? Specialty dealers. If he gives you full access to inspect the car, what more can you ask? A lower price? Sure, who doesn't want that?
He gets top dollar because he can.

After paying him $9K for the car, and letting them do another $6K work, then having more work beyond that, and having the car painted in lacquer (~$24-25K invested to this point), and a going rate in the day (~1999) of about $25-$28K, he offered $14K and no more. And we are now talking NCRS Top Flight with two Top Flight awards.

I don't know Mike nor have I ever had any interaction with anyone at his store but:
A leopard may not change its spots but the behavior of all animals
(including humans) is based upon outside stimulus.
Are you granting Mike the option to buy your car for less than you have into it or are willing to sell it for? This makes no sense, IMO.
Mike is in business to make money not contribute to anyone's fortune other than his own. If you are not interested in his offer just sell it to someone else.
You are correct that a car should not be represented to a buyer as something it was not.

Only giving him the first look/option to buy when reselling it. A "gentleman's agreement" if you will, that I kept.
I ended up sending the car to a Japanese buyer (Super Duck) for $24.5 with $750 commission of that going to a third party who set it up. Super Duck would come to the States and buy 10-12 cars for shipment back to Japan.
My car ended up as the centerfold with a spot on the cover, for one of their car collector books, so it was very nice! In fact, they show the photo-shoot session set-up (i.e., camera and car set-up) using my car. (Book has been shown at one time or another on the Corvette Forum.)
Five years later, the car ended up in Christchurch, and the owner found my name on an NCRS sheet and contacted me. I sent him all the paperwork and receipts for the restoration.

Car was listed by Super Duck at 5,150,000 yen.
And that was my '70 on the cover. ($14K my ***!)

I just have to FU on this,
Mike sold car for 9, then 6K was added to it. You had a total of 25K in it after paint and wanted 27-28, but Mike only offered 14K. And there is something wrong with that? What would you think Mike should do, pay you 26, and then sell the car for 28K ? How the heck could he keep the lights on in his business, pay his employees, advertise, and have $10 left over to feed himself and his kids if he operated like that? You must not be an independent business owner?
