Default 56 Electrical Power Always On

Im in the final stages of a frame off on my 56.

New wiring harness. When battery is connected the battery gauge ticks every 3 or 4 seconds. Blinkers not on. The ignition switch is not functioning properly-the on position starts the car not the start position. With ignition in the off position all electrical has power-lights, turn signals, radio. Ive verified wiring at horn relay, generator, voltage regulator, starter solenoid, ignitor switch. I changed out the ignition switch still have issue.

Hmmmmm...... well, first thought is there shouldn't be an ACC position on the ignition switch of a '56 so does the car actually have the correct switch?

My mistake (original post corrected). Ignition switch in the off position-car is fully power up. Starts the car in the on position not the start position.

You know..... it almost sounds like the switch is just indexed wrong relative to the bezel. Any chance you can rotate the switch even farther to the left beyond the "OFF" position?

I verified that the switch is in the off position.

The battery gauge bounces/ticks when the doors are opened. Courtsey lights it appears. Im off to under the dash
