Any way to tell if it came with certain options like telescopic, J56 brakes, TI, PS,PB, Knock offs, side exhaust, etc?

Never would have knock offs. But without original sales copy's or window sticker there really is know way of knowing. Especially on a restored car. A unrestored car you can do some investigation work to see and determine what came with the car and what was added.

Nope - not without original documentation (tank sticker, window sticker, Car Shipper, GM wholesale invoice) or lots of digging for "clues", all of which can be faked (T.I. was standard equipment with the L-71 engine).
