50 convertible top Header - What a mess

Default 50 convertible top Header - What a mess

Well,,,i started to get the convertible top frame ready for a new top but when i got to the header bow to install a new tack strip, i found what looks like cement, or some compound that was used instead of a tack strips. Seems i am only able to chip away at it, with a chisel, to get it out. Anyone have any ideas what this stuff is or suggest an easier way to have it removed????

Does it look like it was sprayed on or came out of a tube? Is it hard on gummy like a cement? Can't really tell the color well, but I have heard of guys using contact cement?
Sorry, I really don't have a clue.

Sorry, I really don't have a clue.
Its like cement and its a grey colour. Looks like it came out of a tube and they filled the cavity where the tack strip would go.

Very small gap to sand blast....I may treat using some heat..it may be a hardened epoxy
