Anyone have solutions/ ideas to fix this permanently ?

The only thing I got is to remove the old glue behind the falling carpet and under the vinyl and use a better glue to hold it in place

I agree, and let the new glue set for about 10 minutes applied to both surfaces before allowing them to mate. The glue must be somewhat dry before the surfaces touch again.

3M Super Trim Adhesive. Follow it up by rolling over the vinyl with a wallpaper seam roller.
