Because its made out of fiberglass....its as simple as that...
So for electrical connectivity and radio noise suppression; the more grounds the merrier.

You may not even know about another ground. The heater fan is grounded via the metal cable shielding that goes to the fan switch on the dash. If you want your fan to run as fast as it should, you need to run a ground from the case of the fan to a chassis ground. There's a good one over to the right above the kick panel. Those grounds weren't very efficient when new, and get worse with time. Test it by turning on the fan and then run a jumper from the fan case to a good ground and see if your fan speeds up.

These are the dash grounds on the later C1s. If you have a 'dancing gas gauge' when you hit the brakes an additional ground from the sending unit to chassis will cure it.

My personal favorite is the friction ground on the 61/62 tail light housings that fails quite often.
It takes replacing the piece or using rivets/screws creatively to fix it!
