Yep the front bolt is tapped through, use a long bolt to hold it in place. (Don't forget to remove it and replace the short bolt when done!)

Use a bolt long enough, aprox. 2" & fully threaded, into the hole until it contacts the rod. Do not over tighten. Note that I rounded off the end so it will not mar the rod.
It is best if you are near TDC on compression stroke.
Make sure the pump lever is under the rod before you bolt up the pump.

It could be a bad pump or there could be a blockage in the tank line (sock) or a rusty or blocked fuel line from the tank to the pump. I would disconnect the fuel line going into the fuel pump to see if gas runs freely. Please do this outside away from any sparks or drop lights. I use a vice grip with a wide jaw to stop the fuel from leaking all over the place. If you have flow, the arm in the pump could be cocked in the cavity or the pump could be bad. Jerry
