The hitch shown in your photo is one part of a hitch. There is an arm that has the ball mounted that passes under the spare carrier and fastens to a bracket that replaces the spring retaining plate. That bracket hold the arm up and carries the tongue load. The hitch assembly transfers the pulling load to the differential and allows the spare to be removed by pulling the pin shown and dropping the arm. If you can find the rest of that hitch, they are very sought after. Good luck.
