emission testing

Rules have just changed, but previously you would have to do the idle test. Sniff both pipes at idle, no dyno. But just this year some of that has changed so I'm not sure of present status because I moved outside the 50 mile radius and no longer need to get my vehicles tested.
On my '71 Cutlass convt they never popped the hood, checked the gas cap then rolled it forward to install the wands and sniff at idle. Received the PASS slip and off I went, usually sat in line longer than it took to do the test.
