do you have a good verifiy Gnd. to the Blower Motor ?
the motor could be toast drawing too much current.
you do have a big battery size Gnd cable going to the frame-motor right?
these sysmptoms are typical of lack of good gnd.

Tell us more about the wiring going from the blower motor to the starter. Describe the color of wire and what that wire attaches to on both ends.

well, now the color of the wire is either bare (copper color) or its charred off. originally it was black.

i got the wiring diagram out from the assembly manual and figured out that the starter wiring was not correct running from the starter to the blower moter. so , i rewired the it after a trip to the auto parts store, and now the blower motor is getting the correct voltage now but is not working. looks like i fried the blower motor (again).

by the way, the wipers are not working either. i assume this it is due to the wiring being incorrect

sounds like someone at one point in time,
tied the Blk. wire to the 12v at the starter, instead of going to Gnd.
then it fries the blower and or the wiper motor,
Bare wire is completely unacceptable,
follow the wire to all termination points. and replace,
