Its pretty hard to judge without photos to look at, in general a L-48 wide ratio 4-speed car (a Saginaw trans (cast-iron muncie) isn't rare in any significant respect.

Alas, the 78 L-48 probably isnt even all that desirable, compared to say the L-82 of the same year, not to mention earlier models. The 4 speed helps its desirability but because its the saginaw, not by much.

Given your description that it needs paint, probably not much more than $5-6,000

unfortunately, it is just a 78 small engine (185 claimed hp) corvette which is nothing special except to those of us that own them. the 4 speed definitely helps as most of the cars were automatic, but as noted above, not by much. i've seen similar cars (not needing a paint job) but original owner, fully documented and always dealer maintained, 4 speed cars sell in our area in the $6000 price range. the mid to later 70's era C3 were the most strangled horsepower engines ever put into corvettes as GM fought with the EPA to get CAFE numbers up and EPA pollution approval. there was a time during this era that GM actually came close to discontinuing corvette all together.if you are looking at it as an investment, you are better served elsewhere. if you are new to corvette and are looking for a good car to enjoy, in my opinion (having owned a couple C3s in my lifetime and still owning a 78 pacecar) you have a great car. reasonable to obtain (crappy gas mileage however so not reasonable to run, lol)not too expensive to maintain when something needs replacement or repair, just a bit overlooked by buyers when they are looking for that "special" corvette. thanks to barrett jackson in part, in my opinion, it seems that the only thing that attracts attention and that novice corvette first time buyers want to buy are big block early stingrays.
