Default Wiper wiring problem

The red and white "always hot" wire is not hot. When I jumper it to hot, the wipers work. It's not the wiper door switch. The fuse is hot both sides of the block. Does the red and white go into the firewall and to the fuse block? If not, where does it go? I'm stumped.

Thanks, but it looks like a different year than mine. Mine's a '72 with a wiper door and an extra wire for the wiper motor.
