I can't say that I've ever seen clamps that low before. Usually the split in the pipes is closer to the muffler which hides the installed clamp.
You may want to consider having the muffler welded to the center pipe and deleting that poorly located clamp.

I often see the pipe joint at that point.
As revi mentioned there were no clamps used on the pipes at that point originally.
I too would turn the clamps to give as much clearance as possible; but welding seems like a better option.
