79 Horn not working

79 Horn not working
Purchased a project car. The horn does not work from the steering wheel and the button keeps falling off. Doesn't seem to be making contact with anything. Horn is currently bypassed to a button on the console. What should I replace to get the horn working? I see that there is a kit sold for the 79 with tilt and telescopic steering for about 20 bucks, but not sure if that's the issue

The system is pretty simple.. if you see the button in the picture below, the leg of the horn contact push's on this button.
So, I'd hook everything back up factory, then with the upper contact removed ground out that button and the horn should blow.. If it doesn't then go to the chart below and trouble shoot.
