Default Checking Speedomter with a drill

My '78 speedo has been inaccuate and fluctuating for a while now. I don't have cruise control. I have replaced the cable a few times - lubed it too.
If I take the speedo out of the car, hook up a new cable to it and connect a drill to the end of it - I still get the bouncy-ness...
Is there a better way to check the speedo other than this method?

Sounds like a bad speedo. I've tested mine with a drill (to calibrate it) and the needle was steady.
