Revi is right that advertising definitively came into play. Corvettes almost always received higher HP ratings when the same engine was used in other cars.
As installed however there could be difference in the exhaust manifolds used. BB Corvettes always got the collector style exhaust manifolds. For a factory exhaust manifold they were quite good. Most other cars got the lower performance log style.
I'm not sure what style exhaust manifold was used on a 70 Chevelle, regardless it shouldn't have effected the HP rating it received, as in 1970 the gross HP rating system was in use an this would have been determined on an engine with headers.
