Parking brake roller?

Parking brake roller?
during dis assembly of my trans cross member I found the parking/e-brake roller with the cable around it was froze/stuck (bolt too tight), is this supposed to be free wheeling? I would think so.

YES...these is s steel sleeve inside the pulley. The pulley needs to turn...even though it does not turn a lot.

You may need to sand a little off the side of the wheel so that it's thinner than the sleeve is so when tightened it pinches on the sleeve and not the wheel

LW,
I restored my parking brake assy last fall so I am relatively
familar with the part you are inquiring about.
If you can get the bolt and nut off, and I say if, because mine was pretty stuck, then you can soak the roller assy in a parts cleaner.
When clean you will have an off white or cream colored plastic wheel
with a steel bush insert.
Bush and wheel should separate after soaking as rust usually doesnt adhere to plastic.
Clean both up like new. Wire wheel the roller bush.
Some anti seize between bush and plastic wheel helps
on reassy.
Wire wheel or replace bolt and nut and reasseble to mount.
Be advised the short park cable running from console to the union
needs to be threaded through the wheel before reassy to mount.
The bulb end on cable will not fit between wheel and mount once assembled. When I pull my brake lever the cable tightens up and the
wheel rotates as stated in earlier post.
Clean it up good and you will have a functional P brake.
It took me some attention to detail and new cables.
I now have a functional parking brake.
