The rear underside was just given a 'shot' of blackout spray to mask the reflective metal. The underside of the mufflers were included. The entire muffler was not painted black.

I'm glad you guys elaborated. I was actually hoping for that. Will be changing my exhaust soon and want to paint the mufflers before they go back in. Thanx every one.

While the mid year mufflers tended to be blacked out only on the bottom (most likely done at St. Louis), the later cars tended to have the entire muffler blacked out. This was probably done at the Walker (exhaust) plant as the part number labels are usually installed over the paint.
While I can't be certain at what location the paint was applied, I am certain that for most of the 1968-1972 production run, the mufflers were completely painted. Perhaps some early 1968 cars used the "bottom only" method from the previous year, but certainly by the start of the 1969 model year, the mufflers were all black.

To add the mufflers were hung on a rack system which on many left clues showing "runs" in the paint in a direction that couldn't have happened when installed under the car.

Hi,
This picture appears to be an example of the painting method WB describes.
It also appears to indicate how much paint could be on the muffler (and the pipes).
This is a sb 69.
Has it been 'massaged'???
