1969 427 CE block
Actually the CE stands for counter exchange not crate engine. If you blew up your motor under factory warranty GM would replace the motor with a counter exchange engine that was the same motor you had in your car. I have owned crate engines before but I'm not aware of them being used for a factory replacement car.

427 replacement block
I believe the crate engines have actual codes on the front pad where a counter exchange block only has a CE designation. I had an LS7 motor I bought from GM and it was a crate engine with a code with an X and some other letter to state what the horsepower and motor was itself. The motor was cast in 1973 and I purchased it in 1992.

I believe that CE is for counter exchange...meaning a factory warranty issue whereas a create engine is a GM PP engine that anyone can buy at the dealer. This means its not a warranty but an aftermarket GM engine for any application.

I bought a 69 corvette from a dealer, the salesman told me it was new even though it had almost 5000 miles on it. All these years I was thinking I had a numbers matching car.and now I want to sell it. But I see it has the CE 069391 stamp on the block.they must have lied to me saying it was a new car.the engine must have been blown up and replaced under warranty and the dealer got it back. I know numbers matching cars are worth much more. Does anybody have an idea how this CE code effects the price of my 69 427 vert with factory side exhausts and 4 speed. Problem is I took the tri power off 40 years ago and it's long gone. Any input is deeply appreciated
Thanks Jim
