You say the are set up for power windows but It looks like the hole for the cranks are still there. Could I use them for my manual window 69?

Yes , you can see on the back side where the window crank hole is showing. On the finished side the hole is covered. GM usually made a crisscross cut and then folded the ends into the hole and glued or stapled ends on the back side for window crank applications.
