Default Rear Inner Wheel Bearing Seal Problem

The rear inner bearing seals, which are SKF 19803, that I got with a Timken bearing kit, seem to be incorrect. The seals are flat across the face. The seals that I removed, which are Victor 46435 and installed in 1985, are stepped. These Victors have a lip, with a .050 recessed face. This is causing a problem when I press together the spacer and shims, the inner seal is binding against the back side if the spindle. If I use the old seals, no binding, and I get a correct press fit. I used the bearing setup tool to determine the shim thickness. I also see a cross reference to a Timken seal, 5113. Has anyone seen a simimar problem ?
