Default 81 headlight vacuum relay

I have an 81 and am redoing all the vacuum lines for the headlights. I bought a kit and it came with a diagram. However the diagram shows 2 relays and I only have one right above the vacuum canister. Is the diagram wrong or am I somehow missing one?
Thanks for any help

Should be two. See link below.

That's what my diagram shows too. I only have one and they have worked fine since I bought it 5 years ago. They wont pop up now but my vacuum lines are all original and really cracked up. So I figured I was losing vacuum that way. Could I just replace the vacuum lines or should I buy another vacuum relay and add one?

If it has worked well in the past, there's no good reason to add more hardware. One relay was used in '68 and part of '69, so your's having one relay is not a big issue. Replace the hoses and see how it works. Both headlights may not "leap into action" with just one relay, but they should activate as well as needed, if you don't have any big leaks or faulty hardware.

I just restored the headlights on my 81 (neither worked when I got the car). I'd recommend you get a good vacuum gauge, and a new set of hoses from Dr Rebuild as a minimum. You'll also need a relay (bubba must have connected both lights to the one relay). Install the new hoses and relay, then start at the engine (vacuum source) side and check vacuum readings while working your way down the system toward the actuators. Also pay attention to the fact you might have a vacuum leak elsewhere that could affect the headlight system (you'll find those if you are methodical in your system checks--I found my trans modulator vacuum line disconnected by doing this). I also took my relays off and bench tested them while I was at it. Here are some links that may help...

use only 1 relay, instead of 2, to avoid the lazy eye (Headlight)effect.
Use just 1 vacuum relay and tee off to both lights.
