An update in case it helps someone else avoid the paint issues I had...
When the engine enamel wouldn't adhere properly to the metal (lots of little dots with no paint) I bought some primer. The primer can suggested that it could be sprayed over the prior paint, so I tried that first. That was a disaster. The primer cracked and slid around on top of the paint. So, I used mineral spirits soaked paper towels to strip off all of the not-yet-cured engine enamel and primer that I sprayed on the booster and MC. Took it back to bare metal.
From there, started again with a couple of coats of primer.
Then a few coats of engine enamel.
No issues with paint adhesion this time and I am very pleased with the results.
The can says to let it cure for 1 week. Since my garage is a bit below the ideal temp, and a bit above ideal humidity, I'll likely let it cure for an additional week to be sure it is fully cured before I remove the old MC and booster and install the new ones.
That will also give me time to mentally prepare for what I've read is a pretty challenging couple of nuts on the booster bolts under the drivers dash.
