hi i can not get my engine to rev any lower than 1300 rpm i have try everything need help.thanks

If thecar won't idle, my first thought is vacuum leak. there are a lot ov vacuum lines on a C3, look for cracked, broken or disconnected lines.

I'd start with capping all the connections at the carburetor, and reattaching them while monitoring a tach. You could have more than one.

Loosen the nuts/bolts holding the carb to the intake. Wiggle the carb around to find where the studs/bolts are best centered in the mounting holes, then hold the carb there while you snug down the bolts/nuts. DO NOT overtorque the mounting fasteners.

I think the primary throttle plates may have been interfering with the intake manifold and that would not allow the plates to fully close.

Did you make sure the Choke pull off is opening the choke all the way. Check the timing also.

Isn't there a solenoid that increases idle speed when the a/c is on? Wonder if that could be stuck on.
