Default Gas tank gurgle

I'm trying to find an answer to an odd noise inside my gas tank and gas odor after driving:

The sealed cap hisses slightly after I open it.

The tank let's out a "gurgle every few seconds after I shut it down with the cap on.

When I open the cap.. I hear gas draining back into the tank for a few seconds.

The charcoal canister is original and connected.

I'm thinking the charcoal canister is plugged?, but is there something else I'm missing that could be the reason? (73 L82 4spd)

Sounds like it is not being vented properly and building up pressure inside the tank. Air under pressue is causing the hiss when removing the cap.

Could be the cannister line. See what happens with the line disconnected at the cannister or the tank.
