Default defroster 1980

Can't get air to flow to defroster or center vents. blower works and so does a/c heat. I have the dash pulled out and console removed. There is a cable that runs to a/c heater control lever but I don't see any to the defrost, vent lever. Should there be one? When I move a/c heat lever you can hear and see it operate. When moving the defrost lever you hear ,see and feel nothing. How can you tell if vacuum select switch is bad? Last, I can't find actuator that controls air flow, Thanks

My 80 did the same thing and it was the plastic center pin on the vaccum selector broken so I drilled it out and replaced with small screw washers and nylock nut. 20 years later it still works perfect
