Wiper / headlight actuator - no vacuum, is there a default position?

Default Wiper / headlight actuator - no vacuum, is there a default position?

If there is no vacuum on the actuators for the headlights and / or wiper door, is there a default position these actuators are sprung to return to?

It seems on the 69 that I am working on, that if there is no vacuum on the actuators, that they stay in whatever position they were last. Is that the correct operation?

Not really. If all vacuum is lost the actuators will not change to a default position, however if only the signal is lost, (small line) then the actuators default to the open position.
