I can not remember if a 77 has the junction connector at the back of the right cylinder head...where the wiring from the starter comes up the firewall and connects to the main harness. The connection can get hot and loose contact. It should be a black 4 wire connector with the 12 gauge purple wire for your solenoid....along with a red wire and some others. I do not have the wiring diagram here at home.
Make sure the battery terminals are tight also.
Neutral safety switch issues. You can try turning the key while pressing down on the shifter **** button and slightly rocking the shifter forwards and backwards a little bit.

opps forgot to mention it is automatic,
tried starting from neutral= no effect
i disconnected and reconnected the 4 pin plug to the starter cable aswell
ran a 2nd ground with no effect aswell.
is it safe to run a hot wire direct from battery to jump start?

You can try to jump the starter on the purple wire and see what happens....unless you new starter is bad at the solenoid.
GIVE it a try.

Try pulling the ground to frame and cleaning the connection. Another thing is to leave the key on and door open, shake and move wires on the starter and up in the harness in attempts to make a broken connection, this actually has worked for me in my vette.. If you hear the buzzer then you've found the source. Good luck and please let us know what you've found.

turns out the wiring was the issue.... but still got the new starter in and she starts right up
One last issue:
the new starter does make a bit of a high pitched whine noise, so i installed 2 of the 3 included 0.15 shims and yet it sounds the same, should i expect this with a rebuilt starter?

Shims are also used if the starter gears stays engaged to the ring gear after the key is released once the engine has started.
If you didn't notice either of these problems, the whine might be the teeth trying to "fit" against each other.....or the starter motor itself is making the whining noise.....keep an "ear"on it!
