Default 1970 Wiper Motor

I am trying to find out on my wiper motor on the front side there is a black plastic cover that covers two wires. One blue wire on the passinger side of car enters on that side of cover, and a yellow wire on the drivers side of car that enters on that side of cover. I found the blue wire disconnected ( due to coming apart at the connector) . I checked the wiring on the shop manual but it does not tell me much. What do these two wires operate?? Is it part of the wiper pump assembly or something else, can anybody help?? thanks ......

The yellow and blue wires are for the washer pump. Yellow is hot all the time, the dark blue is the ground. You can see this on the corrected schematic below.
