Attempting to fix my horn, now whenever I ground the horn it honks and blows the fuse, any ideas?

I would check the horn relay... When the horn button makes contact inside the column all it is doing is completing the ground for the relay circuit. If the relay is defective or blow then it may be shorting to ground.

The picture below will help you diagnosis your problem. Because you are blowing the fuse instantly, I would skip the first two steps below and pull the relay, jumper power and see if the horn blows. If it does then I would replace the relay.
